All links return ezPublish Setup page, 3.2 beta

I was working with some changes on my dev site (Windows), went to the admin site to clear the cache, had clicked on one of the buttons and then inadvertently clicked another before the first finished. The result was that all URLs, admin or user return me to a page that says eZ Publish Setup, one that I never saw originally when setting up the program. No matter which button I click, restart, system check, or disable setup, I get returned to that page.

I've manually deleted all cache files within the \var\cache folder and sub-folders, and nothing's changed.

I've installed and uninstalled ezP several times and never had this behavior, nor have I seen it change some of the site.ini.append files, adding <?php tags at beginning and end (which I removed, along with the black square carriage return or line feed at the end of every line).

If this is bug that's still not out of the beta, I guess I need to go back to version 3.1 for my production site or I could have it totally down.

Thanks
RWW
