Paragraph and Text Spacing Issues

I searched the forums and could not find a solution to this issue.

I have many pages with text and paragraphs on my site, but the spacing is always an issue. Most of my editing is done from within the admin interface. Sometimes paragraphs have a blank space between them (much easier to read), other times they do not and the text is jammed together. I have even tried shift + return, this does not work most of the time. I have tried it at the end of the paragraph or sentence, and also on the line below it on its own, either way does not seem to fix it most of the time.

Is there any way to get EZ to do a hard return/space so that the text is more presentable? As it stands now, sometimes it works, sometimes it does not and I do not see a pattern to what is happening. My guess is I am simply doing something wrong.

Also in content.ini under the [paragraph] section.
