Mohammad, eZ Publish comes with forum functionality in the ezwebin package (plain site probably doesn't have it). Once installed, you just use "Create Here" to create a forum class node; then you can create forum topics and forum posts below it. You could start by importing the ezwebin classes extension into your existing installation. Then you'd want to set up options for letting people track changes on the forum (I assume), which means adding logic including a workflow and ensuring cronjobs is running. The easiest way is probably to set up a complete installation of ezpublish with ezwebin, then copy over the parts you find you need. Of course, once it's all working, you'll need to set up a user group with permission to add posts, etc.
