The easiest way is to modify e.g. plain_site in the design folder, but the best is probably to make your own design-extension. If you're new to eZ Publish I would recommend the former methods, as it is quicker and more giving from a pedagogic perspective. welcome to the community!

I think the answer to your question is: yes. The easiest way is to modify e.g. plain_site in the design folder, but the best is probably to make your own design-extension.
