3.9 Update Class Translations problem on Postgres DB

Greetings:

Following an attempted upgrade from eZ 3.8.3 to 3.9.0, we appear to be encountering a postgresql database Update Class Translations glitch when executing the eZ script/command "php update/common/scripts/3.9/updateclasstranslations.php -s public --language=eng-GB". Below is an extract from the error.log which appears to reflect a permissions problem. Has anyone in the eZ Community encountered similar, or perhaps knows specifically what may be prohibiting the script from successful execution.
